When the Clean Air Act Amendments of 1990 (CAAA90) were enacted, Congress anticipated that many coal-fired power plants would switch to burning low-sulfur coal.
It was further anticipated that this shift would lead to significant changes in regional patterns of coal production and distribution and to increases in shipping distances for coal.
