Concept to meet quality specificatoins of coal on a per-car basis rather than on a trainload basis

ABSTRACT:
Most contracts for the supply of coal to utility companies now require meeting more stringent quality specification (Roness et al., 1998). Generally, it has been required that coal shipments meet quality specifications averaged over an entire trainload. Recently, however, some contracts have stipulated that the coal in each car meet the quality specifications.
